The rules of procedures of the Directorate of Engineering Affairs
The Directorate of Engineering Affairs and Services is considered one of the important directorates of the University of Idlib.
Purpose:
- Participating in the preparation of projects for new plans for the university buildings and preparing the necessary studies for them.
- Preparing the necessary data for the annual and quarterly plans, implementing them and following up on that, in cooperation with the Planning and Statistics Directorate
- Participation in the membership of the committees to follow up the implementation of the university’s plans and in the tender committees and in the committees for the temporary and final receipt of the work done, including equipment and furniture.
- Organizing preliminary plans and technical requirements books, auditing studies related to university projects, and expressing opinions on the prices offered for contracts and sales.
- Carrying out the necessary acquisitions for the university’s projects in partnership with the designated authorities.
- Organizing a file for each project of the university and for each of the existing buildings.
- Supervising university building projects and working on maintaining, expanding or restoring them, and carrying out the necessary studies for them.
- Organizing and auditing temporary and final statements of university projects.
- Saving plans and documents related to university buildings and their facilities.
- Carrying out maintenance works at the university and organizing and coordinating gardens.
- Ensuring the cleanliness of the campus.

The Engineering Department: It includes the following divisions:
- Department of Studies and Planning.
- Supervision Division.
- Expropriation Division.
- The Division for Preservation of Sketches and Documents.
The maintenance department includes the following divisions:
- Civil and Architectural Maintenance Division.
- Environmental and Health Maintenance Division
- Mechanical Maintenance Division.
- The Electrical and Electronic Maintenance Division.
Department of Transportation:
It comprises the following divisions:
1- Division of Mechanisms.
2- Fuel Division.

First – Management:
Director of Engineering Affairs:
Functions of the Director of Engineering Affairs:
- He shall supervise the activities of the Directorate and direct its workers and follow up their work.
- And oversee their work hours and is responsible for the implementation of laws and regulations in the area of the directorate.
- Working to achieve the tasks assigned to the directorate.
- Signing all transactions and correspondences issued by the directorate.
- Paying attention to raising the level of workers in the directorate and improving their collective performance.
- A proposal to grant workers administrative and health leave.
- Evaluating the performance of workers in accordance with the laws and regulations.
- Proposing to grant workers incentive bonuses and penalties for those who violate them.
- Participating in preparing projects for new plans for the university buildings and supervising
- Preparing and auditing the necessary studies for it.
- Follow up on the implementation of projects that are binding on the public and private sectors.
- Follow-up of supervision contracts, studies and audits with public authorities and practice offices

- Supervising the maintenance, restoration, replacement, and renovation works of the various buildings and gardens of the university.
- Following up on the completion of the requisite expropriations of the university and preserving the title deeds of the university’s properties.

Secondly – the engineering circuit
Head of the Engineering Department:
Duties of the Head of the Engineering Department:
He shall supervise the activities of his department, direct its workers and follow up on their work
He oversees their work hours and is responsible for the application of laws and regulations in the field of his circle.
In particular, it does the following:
- A proposal to allocate work to the department’s workers.
- Receiving the department’s mail and distributing it to the people in the department.
- Following up on the completion of the transactions received by his department and supervising the preparation of responses.
- Reviews and book projects and their scrutiny before presenting them to the director and preparing studies.

3- Supervising the handover of the work site to the implementing agency.

D – Expropriation Division

Duties of the Head of the Plans and Documents Preservation Division:
1- Supervising the maintenance of a complete copy of the plans of each of the university buildings and facilities.
2- Opening a special register for these schemes
3- Preserving the contracts of executed contracts, classifying them and registering them in a special register to return to them if necessary
4- Preserving important documents and documents
5- Saving a copy of the keys of the university buildings and changing them when they are modified
6- Keeping an original copy of the campus outline and entering the changes made

D) The Mechanical Maintenance Division:

– Duties of the Head of the Mechanical Maintenance Division:

1- Carrying out tours of the buildings and facilities to ensure the safety of electrical networks.
Inside and outside buildings, and from the safety of electrical panels, lamps, and recording
